Richard Constantine is the Pro Vice-Chancellor (Information Services) at Flinders University. His areas of responsibility include Information Technology Services, Library, Centre for Educational ICT, and eResearch@flinders. He is also the Chief Information Officer for the University.
More recently, Richard was an Associate Professor and the Chief Information Officer and Director of Information Technology Services at Swinburne University of Technology in Melbourne, a position he held from November 1999 to October 2011. As CIO, his responsibilities included IT strategy and planning, IT procurement, communications technology infrastructure, applications and major IT projects for the University’s operations across all of Swinburne’s campuses. Richard also provided support and guidance to Swinburne’s campus in Kuching, Malaysia.
Richard has over 25 years experience in the IT Industry and has extensive experience in both the tertiary and TAFE education sectors, as well as in industry as an IT consultant and many years ago as a pre/post sales engineer.
He has served on numerous reference boards and committees including, as an AVCC (Australian Vice Chancellor’s Committee) nominated Technical Expert on the EdNA Online Resources Committee and as an external member on the Victorian Parliament IT Steering Committee. Richard was the Chair of the AARNet (Australia’s Academic and Research Network) Advisory Committee and a Director on the AARNET board. He was also one of three external members on the Student Management System Project Board organised by Skills Victoria, DIIRD. He is currently a Director on the board of SABRENet.
Richard has presented at a number of industry conferences and won various prizes including the 2004 CAUDIT (Council of Australian University Directors of IT) IT Award for the best journal article. In 2006 he accepted an industry award from the CIO Executive Council for his contribution to ICT in Australia, and in December 2007 Richard was named “Innovative CIO of The Year” by the Financial Review/Fairfax publication MIS magazine.
