POLICY AND PROCEDURES

[Types of allowances] Two types of allowances are available to general staff as follows:

1.1 [Compensatory] Allowances paid as compensation for inconvenience, discomfort or for a particular feature of a staff member's work, including Language, Camping, On-Call and Higher Duties allowances, will be paid at the rates specified within the relevant Agreement.

1.2 [Reimbursement] Allowances paid as reimbursement for approved expenses incurred whilst working, including Travel and Meal allowances, will be paid at the rates determined by the Australian Taxation Office from time to time.

[New compensatory allowances] The University may, from time to time, establish new compensatory allowances where a supervisor requires certain tasks to be performed.

2.1 [Establishment] In establishing a new allowance, consideration will be given to:

2.1.1 the General Staff Classification Descriptors;

2.1.2 whether the particular feature of the staff member's work has been delegated;

2.1.3 whether approval will have a flow-on effect to other staff or be inconsistent with current practices in relation to reward and recognition of staff.

2.2 [Criteria] A new compensatory allowance will only be established if it can be demonstrated that:

2.2.1 the additional responsibility (ie particular feature) is not already incorporated in the staff member's position description, or is not an implied term of the staff member's appointment; and

2.2.2 the work value of the particular feature is at a higher level than the staff member's substantive classification; and

2.2.3 significant statutory and/or legal responsibilities are attached to the particular feature of the staff member's work; and

2.2.4 the staff member is required to perform the duties for a specified period (ie the task/function is not optional and is not a once-off occurrence); and

2.2.5 appropriate training for the additional responsibility has been undertaken/will be undertaken by the staff member.

2.3 [Case] A case for the establishment of a new allowance, or an adjustment to an existing allowance, will be made in the first instance to the Manager, Human Resources.
