Rules for the University Libraries

The following rules apply to the University's Central, Law, Gus
Fraenkel Medical and Sturt Libraries and the Universities' Research
Repository South Australia.
Persons Entitled to Use the Libraries

|
The following persons are entitled to use the libraries under the
conditions set out in these rules:

|
(a)
|
University staff and members of the University Council
|
|
|
(b)
|
Higher degree, honours and postgraduate diploma students
|
|
|
(c)
|
Undergraduate students
|
|
|
(d)
|
Graduates of the University on payment of a deposit to be determined
by Council on recommendation of the Academic Senate
|
|
|
(e)
|
Retired members of the University staff
|
|
|
(f)
|
Other persons on payment of an annual fee determined by Council on the
recommendation of the Academic Senate.
|
|

Other people, not included in clause 1 above, who wish to use the
libraries may be permitted to do so for approved purposes under
conditions determined in each case by the University Librarian. The
University Librarian may withdraw the permission to use the libraries at
any time.
|
Conduct of Readers
|

|
No books, periodicals, or other library material shall be removed from
the libraries, except in accordance with the provisions of clause 5.
|
|

4.1
|
Readers who interfere with the comfort of other readers, make
excessive noise, cause damage in the libraries, or disfigure or mutilate
a book, periodical, or other library material in any way, may be excluded
for the remainder of that day by the University Librarian, or the next
most senior officer on duty in the libraries, and shall compensate the
University for any damage caused.

|
For any misconduct or breach of the rules the University Librarian
may:
|
|
|
|
(a)
|
impose a fine of not more than $20
|
|
|
|
(b)
|
exclude the reader for a further period of up to five days, or
|
|
|
|
(c)
|
in cases where the University Librarian considers the penalties
specified in (a) and (b) above to be inappropriate or inadequate, report
the misconduct or breach of the rules to the Vice-Chancellor who shall
take appropriate action, consistent with the Statutes of the University.

|
|
If the University Librarian imposes a fine a report shall be provided
to the Executive Director of
Administration including the amount of
such fine, and the reasons for it; and the fine shall be paid within
seven days of its imposition.
|
|
|
|
For the purposes of this clause misconduct shall be as defined in Statute 6.4
Student Conduct.
|
|
|
4.2
|
A reading place, or equipment work station, may not be reserved during
the reader's absence from the libraries without the prior permission of
the University Librarian.
|
|
|
4.3
|
Smoking in the libraries is not permitted.
|
Borrowing from the Libraries
|

|
Persons entitled to use the libraries under clause 1 are also entitled
to borrow from the libraries under conditions of loan determined from
time to time by the Academic Senate and approved by the Council and
published as an appendix to these rules.

Persons entitled to use the libraries under clause 2, may be permitted
to borrow under conditions determined by the University Librarian in each
case.
|
Access to electronic library resources
|

Persons entitled to use the libraries under Clause 1 and Clause 2 are also entitled to access
electronic resources subject to publisher licence agreements. |
|
8 |
Persons using electronic library collections, or to whom the library provides electronic
documents, must observe the usage conditions specified by the publisher or
provided with the document. |
General
|

|
Bags may be brought into the libraries provided they are presented for
inspection by library staff, on request, when leaving the libraries.
|
|

|
Persons present in the libraries at any time must identify themselves
to the University Librarian, or the next most senior officer on duty in
the libraries, when requested to do so.
|

|
No broadsheets, handbills, newspapers or other material (other than
official notices of the libraries or University) may be distributed or
displayed within the libraries except with the approval of the University
Librarian.
|

|
So long as any fine imposed under these rules remains unpaid, or so
long as any person keeps an item to which that person is not entitled,
the right of the defaulter to use the libraries is suspended.
|
|

|
The Council on the recommendation of the Academic Senate may vary any
of the foregoing rules at any time either in specific cases or generally.
|
Appendix: Conditions of Loan under the Library Rules, Clause 5
|

|
Items from the Reserve Collection, Reference Collection, Special Collection, Newspaper Collection, bound
and unbound periodicals housed in the Gus Fraenkel Medical Library, law
reports and legislative materials housed in the Law Library, specially
reserved material and microform material are not available for loan.

|
Items from the Reserve Collection, the Special
Collection and specially reserved material shall be issued for use within
the libraries for such periods of time as the University Librarian may
from time to time determine. Each item issued for use within the
libraries must be returned by the due time.
|
|

|
No publication lodged in schools or departments by arrangement with
the University Librarian may be borrowed for use outside the schools
except through one of the libraries
|

|
Items in the libraries' collections may be borrowed by persons
referred to in clause 1 of the rules as follows:
|

|
(i)
|
University staff and members of the University Council:
May have on loan up to 35 items at any one time. Books, other than those
on short-term loan, may be borrowed for four weeks. These loans may be
renewed for a further period if the items have not been requested by
other readers. Periodicals may be borrowed for one week. These loans may
not be renewed. Short-term loan items may be borrowed for the time
specified and not be renewed.

(ii)
|
Higher degree, honours and postgraduate diploma students:
May have on loan up to 25 items at any one time. Books, other than those
on short-term loan, may be borrowed for four weeks. These loans may be
renewed for a further period if the items have not been requested by
other readers. Periodicals may be borrowed for one week. These loans may
not be renewed. Short-term loan items may be borrowed for the time
specified and not be renewed.

(iii)
|
Undergraduate students
May have on loan up to 15 items at any one time. Books, other than those
on short-term loan, may be borrowed for four weeks. These loans may be
renewed for a further period if the items have not been requested by
other readers. Periodicals may not be borrowed. Short-term loan items may
be borrowed for the time specified and not be renewed.

(iv)
|
Graduates of the University:
May have on loan up to 15 items at any one time. Books may be borrowed
for 4 weeks. The loans are not renewable. These persons may not borrow
periodicals or items on short-term loan.
|
|
|
(v)
|
Retired members of University staff:
May borrow under the conditions of loan applying to the corresponding
category of currently employed staff.
|
|
|
(vi)
|
Other persons:
May have on loan up to 15 items at any one time. Books may be borrowed
for 4 weeks. The loans are not renewable. These persons may not borrow
periodicals or items on short-term loan.

Every item borrowed from the libraries must be returned by the due
date. Failure to return items by the due date or time will result in the
accrual of demerit points and ultimately may result in loss of borrowing
privileges. Persistent offenders will lose their borrowing privileges.
|
|

|
For each item borrowed a loan transaction must be recorded by library
staff. No item may in any circumstances be taken out of the libraries
until a loan record has been made for it. Any infringement of this clause
renders the borrower liable to a fine not exceeding $20 an item.

|
A reader must present a University Student Card, Staff Card, or
Library Card on each occasion when borrowing from the libraries.
|
|

|
Notwithstanding the conditions of loan in operation at any item under
clause 5 of the rules the University Librarian may recall an item at any
time and thereupon the item shall be returned within three working days
of the date of the notice. Failure to return items by the due date or
time will result in the accrual of demerit points and ultimately may
result in loss of borrowing privileges.

Borrowers of items shall be held responsible for any loss, damage,
mutilation or disfigurement by writing or other marks and shall be
required to pay the full cost of replacing or repairing such items.

|
No book or periodical shall be borrowed until it has been in the
libraries at least seven days after being catalogued.
|
|
11
|
Items available for loan may be borrowed until fifteen minutes before
closing time.
|
|
12
|
Notwithstanding anything in the above, the University Librarian shall
have discretion to issue any material from the libraries for special
purposes for such periods of time and under such conditions as the
University Librarian shall determine, or to suspend the borrowing privileges
or access to electronic resources of
persons whose behaviour is in breach of the library rules.
