Topic description
This topic examines contemporary housing policy debates in global perspective. An examination of some of the general debates about the role of government and markets in housing, housing systems and their reform, and housing tenure will introduce the topic. More specific issues and problems in housing policy will then be explored including debates about housing subsidy and taxation, the sustainability of home ownership and the problem of housing affordability, reform and change in public and social housing including debates about urban regeneration and social exclusion, understanding and responding to homelessness, and some of the cultural and social issues expressed in contemporary housing policy. Examples and issues from Australia, Europe and the United Kingdom, the USA and the Asia-Pacific region will be used to illustrate and explore general themes.
Educational aims
This topic aims to expose students to ways in which ideas and practice in housing policymaking is changing with what implications both generally and for those making careers in housing policy, management and administration. In particular, some of the dilemmas facing policymakers in housing will be highlighted and examined both in the seminar content and in the engagement of students in case studies and class discussions.
Expected learning outcomes
Students successfully completing this topic should be able to:

  • identify and understand the main theories, issues and complexities shaping the environment in which contemporary housing policymakers work
  • demonstrate a critical understanding of the issues and debates about housing policy development and the role of government
  • demonstrate a capacity to apply this understanding to practical examples of policymaking in housing
  • conduct independent research and critically evaluate issues in the debates about housing policy
