Topic description
This topic is concerned with trends towards regional governance in both developing and developed countries. The topic introduces students to key formal and informal elements of regional governance and a range of experiments and movements in decentralisation (fiscal, administrative and democratic) and regionalism and critically analyses these approaches. Among others, cases from Australia, India and Indonesia are discussed.
Educational aims
This topic aims to develop a critical understanding of:
  • The main theories and issues shaping contemporary trends in decentralisation and regionalism, including debates about devolution of significant political and economic powers to lower levels of government
  • Different facets/dimensions of decentralisation and local governance with associated implications for local participation, accountability and responsiveness
  • Central-local relationships and a range of ideas that could be applied to analysing specific decentralisation programs and their impacts
  • The multitude of factors involved in regional governance, particularly those that have a significant bearing on policy effectiveness
Expected learning outcomes
Students who successfully complete this topic will be able to:
  • Explain the main theories and issues shaping contemporary trends in decentralisation and regionalism, including debates about devolution of significant political and economic powers to lower levels
  • Demonstrate sound knowledge of different facets/dimensions of decentralisation and local governance with associated implications for local participation, accountability and responsiveness
  • Apply analytical insights from academic literature on decentralisation and regional governance to evaluate specific decentralisation programs and their impacts
  • Identify and analyse a multitude of factors involved in regional governance especially those that have a significant bearing on policy effectiveness.
