Topic description
This topic addresses the contexts, people and processes involved in policy analysis and policy making in health and aged care. Theories, frameworks and information sources for policy analysis, development, implementation and evaluation are discussed. The topic also explores the roles of politics, power, funding and stakeholders as well as mechanisms for influencing policy change and development.
Educational aims
The aim of this topic is to provide students with the skills to critically analyse health and aged care policies and to apply their skills in creating policies.
Expected learning outcomes
On completion of this topic, students should be able to:

  • demonstrate an understanding of the way policy is formulated and variously implemented and evaluated, and of its role in the health or aged care systems

  • analyse international, national and local drivers of policy change and development, including the roles of key stakeholders

  • identify sources of information and evidence which are relevant to the analysis and development of Australian and international health and aged care policies

  • critically examine the content of policy statements and the process of policy development

  • develop policy proposals
