There are three Commonwealth Assistance Forms:

  • Request for Commonwealth Assistance and HECS-HELP
  • Request for FEE-HELP Assistance
  • Request for SA-HELP

All students offered a Commonwealth supported place must complete a Request for Commonwealth Assistance and HECS-HELP form prior to enrolling in a new course for the first time. This is a requirement regardless of whether you are required to or intend to pay your fees upfront to the University.

Australian citizens, permanent humanitarian visa holders and New Zealand citizens who have been long-term residents of Australia since childhood and meet certain eligibility criteria (see the Study Assist website for details) are also eligible to apply for HECS-HELP assistance for all or part of the student contribution amounts but must supply a Tax File Number.

Fee-paying students (subject to eligibility) may apply for FEE-HELP assistance for all or part of the tuition fees. To apply, complete a Request for FEE-HELP Assistance form before, or soon after, enrolment, and no later than the census date.

SA-HELP is a loan scheme that assists eligible students to pay their student services and amenities fee.  Eligible students can choose to defer all or part of their fee for the relevant year. If you wish to defer your student services and amenities fees you must submit a Request for SA-HELP assistance form in addition to any HECS-HELP or FEE-HELP forms you may have already lodged.

International students are not eligible for Commonwealth assistance and do not need to complete a CAF.

Commonwealth supported students

As a Commonwealth supported student when do I complete a CAF?

You must complete the Request for Commonwealth support and HECS-HELP form prior to enrolling in a new course for the first time.

I am commencing a new course - how do I complete my CAF?

Your CAF can be completed on-line by logging onto the Student System. Select the 'My Commonwealth Assistance' tab, select your course and click on the 'Complete Form' button next to 'Request for Commonwealth request and HECS-HELP' in the 'Recommended Forms' section.

Many of your details will be included on the form.  Check carefully to ensure the details are correct and amend if necessary.  Complete the form and submit for approval.  CAF approval is immediate for most students but may take up to one working day to process for some.  You will not be able to enrol until approval is received.

If you are enrolling in a combined degree you must complete a CAF for each course.

I am a continuing student - how do I complete my CAF?

If you have already completed a CAF for your current course, you do not need to complete another form.

If you are transferring to a new course in 2017, for example from a Bachelor of Science to a Bachelor of Arts, you will need to complete a CAF for the 'new' course before you enrol.  For most students CAF approval is immediate but may take up to one working day to process for some.

Am I eligible for HECS-HELP assistance?

Australian citizens, permanent humanitarian visa holders and New Zealand citizens who have been long-term residents of Australia since childhood and meet certain eligibility criteria (see the Study Assist website for details) may apply for HECS-HELP assistance for all or part of their student contribution amounts.

Other New Zealand citizens and permanent residents are not eligible for HECS-HELP assistance and must pay student contribution amounts upfront.

Do I need a Tax File Number to obtain HECS-HELP?

Yes, you must have a tax file number (TFN) to obtain HECS-HELP. If you don't yet have one, you should apply for a TFN as soon as possible.

If your TFN is not yet available, in order to continue with the enrolment process, you should complete your CAF as if you do not want a HECS-HELP loan. Once you have your TFN you will need to submit a new CAF.  If this is prior to the census date for the topics you are enrolled in, you can log back in to the Student System to complete the form.  If your TFN is not supplied until after the census date you should contact Flinders Connect in the Student Hub (Level 0, Central Library), or by telephone on 1300 FLINDERS (1300 354 633).

If you are eligible for a HECS-HELP loan and you do not supply a TFN by the census date you will need to pay your student contribution amounts upfront.

Note: If you are a Commonwealth supported student, and you are not eligible for a HECS-HELP loan or you will be paying all of your student contribution amounts upfront, then you do not need to supply your TFN on your CAF.

If your student contribution amounts remain unpaid after the relevant due date your enrolment will be cancelled.
