Topic description
This topic focuses on the unique application and challenges of clinical governance in remote and Indigenous Primary Health Care settings. Clinical governance aims to integrate various systems for quality improvement, risk management and professional development. An underlying challenge for clinical governance in Primary Health Care is to move away from clinical governance based on unidisciplinary strategies, towards multidisciplinary, team based systems. Grounded in the practicalities of remote areas this topic places an emphasis on team based learning to consider the components of clinical governance, and develop strategies for ensuring safe and accountable evidence based health service delivery to people living in isolated and remote and Indigenous communities.
Educational aims
The aim of this topic is to develop the students' understanding of the concept of clinical governance and the processes required to ensure quality and safety in Primary Health Care settings located in the unique geographical, cultural, and linguistically diverse context of Remote and Indigenous Health.
Expected learning outcomes
At the end of this topic students will be able to:

  • Identify the components of clinical governance and critically analyse the contribution of each professional and non-professional worker to ensuring safe and accountable evidence based delivery of care in remote and Indigenous Primary Health Care settings

  • Define the concepts of risk management, quality assurance, quality improvement, professional development and professional accountability

  • Demonstrate an understanding of legislative and regulatory requirements relevant to clinical governance including professional codes of conduct, occupational health and safety

  • Identify local policies and procedures and benchmark these against national and international standards to assess the degree to which quality and safety standards are met in the local Primary Health Care setting

  • Describe the strategies that need to be in place to monitor and evaluate compliance with identified policies and procedures

  • Identify strategies to address identified clinical risks and quality and safety problems

  • Examine the internal and external factors that impact on an organisation’s ability to implement clinical governance in isolated, remote and Indigenous communities
  • Reflect on the leadership activities and qualities required to implement, monitor and sustain clinical governance within the unique interprofessional environment of Remote and Indigenous Primary Health Care
