It is important that democratic nations do not repeat past errors by welcoming the digital revolution and associated technological change without consideration of the potential “disruptive” societal costs. There is a pressing need to anticipate possible threats and to develop systemic responses that enhance, rather than reduce, confidence and trust in democratic institutions. To this end, it is important to support the capacity of governments to respond to these challenges and threats.
