Hali is a policy scholar with over a decade of public service experience. His teaching and research adopt a critical approach to public policy, with particular attention and interest to the roles of ideas and institutions in shaping policymaking in the Asia-Pacific region.

Prior to joining Flinders University, Hali taught into core topics/courses in the Australian National University (ANU) Crawford School’s Master of Public Policy and Master of Public Administration programs, including Foundations in Public PolicyPolitical and Institutional Architecture of Public PolicyPublic Sector Management, and Research Methods. He was also involved in the Australia Awards short course on Strengthening Higher Education Systems in Indonesia hosted by the ANU Crawford School. Beyond the classroom, Hali regularly presents his research at academic conferences and has been invited to deliver talks and public lectures to academic and non-academic audiences.

Hali has an emerging track record in research and publishing. His work has appeared in Critical Policy Analysis and Policy Studies, as well as the Edward Elgar Handbook of Public Policy in Asia. Since 2023, he has contributed to research projects on comparative higher education, nudge and behavioural insights, and digital transformation, primarily in the Asia-Pacific region. He recently spent a year as a Visiting Research Fellow at the Centre for Deliberative Democracy, University of Canberra, during which he published two journal articles and a book chapter. Hali is currently co-editing a volume on knowledge and power in Asian policymaking, to be published by Palgrave in 2027.

Key responsibilities

Hali currently teaches multiple postgraduate topics within the Master of Public Policy and Master of Public Administration programs. He is also part of the academic team for the Next Execs Program, a professional development offering for South Australia's aspiring public sector executives.

Teaching interests

Theories and principles in public policy, critical approach to public policy, qualitative research method, knowledge and power in policy (particularly within Asian context), and comparative higher education and research policy.
